Job Description

Reporting to the Managing Director (MD), the incumbent will take charge of the policy development, investment product regulation, and corporate affairs functions of the MPFA, encompassing Product Regulation, Policy Development and Research, External Affairs, Information Technology and Corporate Services Divisions, as well as Legal Unit. The incumbent will also assist the MD in leading the Mandatory Provident Fund Schemes Authority (MPFA) to drive for excellence in providing quality services to the public.

Key Responsibilities

  • Responsible to the MD in steering strategic initiatives on policy development and investment product regulation functions of the MPFA for enhancing retirement protection for Hong Kong's working population;
  • Steer the work of the Policy Development and Research Division in the development and formulation of policies and law reform proposals on MPF-related issues, as well as that of the Product Regulation Division in overseeing MPF-related investment products (including regulations, guidelines, standards and approval procedures), to ensure effective delivery of the statutory functions of the MPFA;
  • Drive the strategic plans on publicity to promote understanding of the MPF System and regulatory changes/ reforms thereof, and improve MPF investment education for the community;
  • Strive for excellence and be the best-in-class retirement system through, inter alia, developing positive image of the MPFA and deepening public awareness and understanding of the MPF System;
  • Manage the corporate affairs and services that support the MPFA and its subsidiary (i.e. IT, corporate and legal services);
  • Lead and manage the annual corporate planning process, drive the corporate goals to meet key performance indicators and set realistic but challenging targets for the divisions and unit under his/her purview, whilst ensuring adequate, yet balanced, allocation of resources to support the delivery of the corporate plan;
  • Manage and build effective communication network with key stakeholders, including the Government, legislators, trustees, scheme members, media and the Process Review Panel for the MPFA, etc; and
  • Drive strategic initiatives to facilitate organization transformation to cope with the changing role and mode of operation of the MPFA brought about by the eMPF Platform project and the new eco-system in the industry.

Requirements

The ideal candidate should have a strong sense of mission, commitment, and devotion to serve the public and should possess the following attributes/qualifications: 
  • Ability to see the big picture and think holistically to provide insights on the organization’s development and transformation;
  • A seasoned senior executive who has extensive leadership experience in steering strategic initiatives, with versatile background and an excellent track record in steering a wide range of corporate functions including stakeholder management in the commercial and/or public sector;
  • A strategist who is visionary, strategic-minded, politically-savvy with strong business acumen and agility to changing environment;
  • Regulatory background with experience in the development of regulatory policies, as well as investment product regulation;
  • Strong change and transformation orientation mindset with aptitude to take on new challenges and champion changes in a fast-paced working environment;
  • Taking ownership and being outcome-oriented, with outstanding leadership, communication and negotiation skills;
  • Proven ability to drive and deliver superior quality of work and services;
  • Possess strong stakeholder engagement experience, and be proficient in influencing skill and collaboration with internal and external stakeholders;
  • Strong knowledge of the financial services and/or the pension industry an added advantage;
  • Possess tertiary education and/or relevant professional qualifications;
  • High proficiency of both written and verbal English and Chinese (Putonghua and Cantonese); and
  • Familiarity with the local socio-economic situation.
