Job Description

VTC Headquarters (Industry Partnership)

Major Duties :
(a) To assist in the implementation of Council’s policies and take forward VTC’s initiatives related to apprenticeship training and skills competitions;
(b) To propose, drive and implement new initiatives on overall promotion strategy for apprenticeship training and various industrial partnership schemes including Earn & Learn Scheme; Pilot Incentive Scheme for Employers; and International Study Programme; and to conduct strategic reviews to re-engineer the operation of the Office of the Director of Apprenticeship;
(c) To improve the financial performance and quality of training service delivery of the Integrated Vocational Development Centre (IVDC); and to initiate, drive and support projects to enhance its brand awareness contributing to sustainable business growth;
(d) To propose, drive and implement new initiatives overall promotion strategy for activities of the Office the WorldSkills Hong Kong; to enhance collaboration with both internal and external stakeholders with a view to promoting vocational and professional and education training (VPET) via implementation of skills competitions and participation to the WorldSkills Competition; and to work with various disciplines in the application of WorldSkills Occupation Standards in VTC programmes;
(e) To plan, manage and review the operations of the units under his / her purview to ensure relevance, responsiveness, quality and cost effectiveness; and
(f) To establish linkage and maintain close contacts with internal and external stakeholders to foster effective implementation of function(s) of Headquarters (Industry Partnership).

Requirements :
(a) A recognized degree and a post-graduate qualification; preferably with professional qualifications;
(b) At least 12 years’ relevant experience preferably with not less than 4 years at an appropriate level of responsibility, and good track record of managing complex projects;
(c) Strong leadership skills and the ability to initiate and manage change at the workplace; demonstrable competency in strategic planning and business development and operation management;
(d) Good communication and presentation skills, and ability to attend to details and roll out plans from conceptual discussions in pragmatic manner;
(e) Strong interpersonal skills and professional relationship building skills;
(f) Strong problem-solving skills, dynamic and innovative mindset;
(g) Good understanding of the vision and mission of the VTC, and the development of VPET; and
(h) Strong language proficiency in English and Chinese; preferably including Putonghua.

Notes:
(1) The post is in the rank of “Head of Department”.
(2) Shortlisted candidates will be required to attend a written test.
