You will be responsible for:

• leading the team to identify and recommend target solutions and information landscape which support the business needs of WKCDA;
• defining, maintaining and enforcing the enterprise architecture principles and the best practices with policies to govern the IT usage and technology adoption across different IT domains;
• planning and coordinating all the Enterprise Architecture activities;
• directing and advising the technical standards and guidelines pertain to data in terms of information use, security, access and governance;
• facilitating the evaluation and selection of software products, as well as designing the standard of software configurations, and participating in key project design reviews to ensure the application designs adhere to the enterprise information architecture guidelines; 
• reviewing the infrastructure architectural design to ensure the alignment with the defined standards;
• overseeing the external and the in-house technical teams to ensure that the work is carried out efficiently and effectively;
• leading the security team to enforce the IT security governance, developing and executing the IT security roadmap/policies for WKCDA;
• directing the technology research team and getting involved in evaluating technologies to support innovative business initiatives by preparing and presenting the proposals from the conceptual design to the completion of proof-of-concept;
• directing the preparation of procurement paper, RFQ, tender, etc. for new initiatives and agreement renewal till contract award throughout the procurement cycle;
• developing annual IT budget and monitoring the expenses for the operations; and
• identifying and sharing latest technology trends to encourage technology research and develop proposals to meet business needs.

You should:

• possess a recognised university degree in computer science, information systems or equivalent, and preferably with a Master degree in information technology;
• have at least 13 years of solid experience on solution design and relevant experience in cloud-based, client / server environment, including technical architecture, network management, middleware, database management or operations;
• have hands-on experience in implementing projects on Cloud, Data Analytics, Big Data, Mobile apps web sites and web API, etc.;
• be familiar with business intelligence and data warehousing development techniques;
• have good presentation skills to articulate complicated technical proposals to senior executives and business users;
• preferably possess TOGAF, PMP, ITIL certifications;
• have good leadership with team building skills;
• have excellent communication skill with good business acumen;
• have experience in writing proposals, RFQ and Tenders, etc.;
• be good at stakeholder management and project management;
• be able to build good relationships with different stakeholders across the organization; and
• be proficient in written and spoken English and Chinese.
