Job Purpose:

• Oversees the development of IT Strategy and Systems Plan to manage the deployment of information technology in a cost effective and timely manner and maximize commercial benefits to the Company.
• Provides staffing and deployment of resources to achieve desired goals.
• Maintains the stabilization of all systems for company’s operations.
• Proposes more initiatives &/or innovations to support business needs & the growth of the company.
• Creates and builds the most innovative, reliable and cost-effective software solutions to improve IT efficiency and business profitability.

 Main Responsibilities:

• Participates in short and long-term strategic planning for the business.
• Confers with business executives to coordinate planning and implementation of major system initiatives.
• Creates direction and vision with respect to:
  • Evaluation of new and emerging systems/technologies and advises business executives on their applicability to achieve business goals and to create new business opportunities.
  • Developing a strong application/technology architecture to support future development.
  • Engineering effective processes for system development and support.
• Builds a System Development Organization that is both professional and proactive to meet the business needs: Designs, implements and enhances IT related processes that are best practices and appropriate for the Company.
  • Develops organization structure and staffing requirements to perform IT responsibilities.
  • Provides career paths for IT staff.
  • Implements best practice and tools in systems development.
  • Ensures disciplined approaches to Project management are in place.
  • Ensures that quality and high morale prevail.
  • Establishes and maintains an acceptable level of quality of service for both internal and external clients.
• Ensures the Company to have good system control, system security, system availability, system performance, business continuity, and compliance to IT standards and regulatory requirements.
• Recommends to the user community the necessary transformations that complement the systems / technologies being implemented.
• Manages direction and completion of complex systems development and support activities.
• Coordinates internal sections to ensure seamless launch from development to production.
• Manages external relationships with vendors, outsource service providers, consultants, professional organizations; negotiates vendor and consultant contracts as appropriate; consults with marketing to develop customer relationships; monitors service levels.
• Coordinates annual strategic plans and IT operating budgets for the Company; monitors throughout year to ensure adherence to strategic goals, appropriate expenditure of funds; reviews and approves variances to budgets and plans.
• Develops the Data Governance Framework and sets up the controls to ensure the company’s data accuracy and integrity.

Incumbent Requirements:

• Bachelor degree in Business, Computer Science, Engineering or equivalent, MBA preferred.
• PMP, LOMA &/or ANZII/ACII is also preferable.
• Minimum of 15 years of experience in financial industry, 5 years of which is in managerial level or above.
• Proven track records of Head of Information Technology.
• Excellent organizational, leadership, decision making, negotiation and communication skills.
• Excellent command of written and spoken English, Chinese and Putonghua.
