Job Description

Responsibilities:

  • Responsible for formulate and administer overall annual plan and financial budget to support the long-term strategies of the Association
  • Provide proactive directions to enhance further growth of existing financial portfolio whilst maintaining quality standards
  • Set up comprehensive financial management system and formulate various processes, systems, norms and related management documents
  • Drive changes to improve and assure implementation of company policies, processes and procedures to optimize cost-effectiveness, resource allocation and ensure compliance with laws and regulations
  • Plan and review the annual budget exercise, closely monitor, control costs, expenditure for the association and external funders
  • Provide high-level financial and management reporting on timely base to facilitate management decisions
  • Perform as a gatekeeper and oversee all financial functions of the organization comprising financial reporting, budgeting, taxation, internal control, cash flow, cost savings to ensure everything is in order
  • Identify uncertainties and potential threats, and provide advice and solutions to tackle the problem
  • Manage good relationship with both internal and external stakeholder especially with our Members of Executive Committee, Finance & Investment Committee, various government bodies and external funders
Requirements:
  • Bachelor Degree or above in Accounting / Business Administration / Finance or related disciplines
  • Qualified Accountant of CPA/ACCA or equivalent
  • At least 15 years’ experience in accounting field, with over 5 years’ experience in senior management.  Previous exposures in NGOs is definitely an advantage. 
  • Familiar with LSG Manual, SWD Best Practice Manual and subvention policies and guidelines are highly preferred.
  • Strong leadership with excellent communication skills and be able to collaborate with all levels of internal and external stakeholders
  • Strong analytical, decision making and execution skills with high level of self-motivation and initiative
  • A dynamic, innovative and proactive character to review and upgrade the operations
  • Practical knowledge of Accounting / CRM system (e.g. Epicor, MS SQL or MS Dynamic)
