Job Description

Responsibilities:

  • Support the Project Management Team in developing project brief documents clearly articulating the key objectives and M&E scope of the projects.
  • Planning and implementing the M&E works for capital projects, alteration & addition works and renovation projects assigned to achieve time, cost and quality objectives in accordance with ESF standards and applicable statutory requirements.
  • Coordinating and collaborating with the in-house Functional Support Team and external multi-disciplinary consultants to produce high-quality building services engineering design including drawings and specifications, in accordance with ESF Design Standard.
  • Undertaking day-to-day management and coordinating with the in-house Functional Support Team, multi-disciplinary consultants, M&E contractors, schools and government authorities where appropriate throughout all project phases.
  • Internal co-ordination of M&E matters related to the projects such as facilities management, health, safety & sustainability, education, human resources, finance, communication and admissions to ensure those project deliverables are achieved.
  • Acting as the client’s M&E on-site representative for the projects assigned, throughout the construction stage to the final handover stage for day-to-day management, coordination and monitoring of the quality of workmanship of M&E contractors / sub-contractors.
  • Managing the material and work quality inspection/testing and commissioning processes in conjunction with external consultants, contractors, school end-users and the in-house Facilities Management Team to ensure the works delivered are in good quality.
  • Participating in procurement and tendering processes for appointing multi-disciplinary consultants and contractors.
  • Assessing and recommending progress payment for consultants and contractors for M&E works.
  • Preparing and providing regular project status reports and presentations to the Senior Project Manager.
  • Managing contractors / M&E sub-contractors to ensure a complete and accurate set of O&M manuals, user training materials, warranty documentation, as-built drawings and records are in place and in order for the M&E works completed.
  • Managing project close-out from the owner’s perspective, including managing the handover / snagging and defect rectification process.
  • Provide input on the development of ESF Design Standard on M&E aspect.
  • To perform other duties and assume accountabilities as apparent or as delegated

Requirements:

Abilities

  • Ability to work under pressure and meet aggressive deadlines
  • Application of M&E engineering knowledge
  • Ability to follow established standards
  • Fluency in oral, and written English, Cantonese (desirable)
  • Excellent interpersonal skills
  • Excellent organisational skills

Knowledge

  • Applies a good understanding of HKSAR building codes and standards.
  • Applies good knowledge of construction practices and safety rules.
  • Applied good knowledge of procurement and tendering processes.
  • Applies a good understanding of building contract administrations.
  • Applies good planning and management skills.
