Job Description

The Job

  • Take charge of the legal services function for the provision of strategic legal advice and legal related services for the eMPF Platform project and the eMPF PC;
  • Provide legal solutions relating to a wide variety of day-to-day operation, assignments, projects, contracts and disputes which may have legal implications so as to ensure that the eMPF PC and its staff remain in full compliance with the law;
  • Partner with internal stakeholders at the MPFA to advise management on legal and governance issues to ensure successful implementation and operation;
  • Support the Chief Executive Officer in developing a robust corporate governance framework, building maturity through various stages and Target Operating Models (TOMs), and promoting the highest standards of corporate governance;
  • Work with multiple complex third parties in handling legal related matters;
  • Draft and review legal agreements and contracts;
  • Formulate, implement and update various policies and procedures;
  • Serve as Company Secretary to provide company secretarial services for the eMPF PC including its governing board and committees;
  • Maintain statutory books, including registers of members, directors and secretaries; and
  • Manage the engagement of external legal services.

The Person

  • Hong Kong qualified lawyer with substantial 15+ years of post-qualification experience;
  • Excellent business acumen and strong partnership aware negotiation skills in a commercial setting;
  • Embrace new technologies to improve efficiency in process and communication;
  • Associate member of HKICS/ICSA is an advantage;
  • Experience of working on large scale business service delivery projects; prior experience in digital transformation will be strongly preferred
  • Good knowledge of and experience in the financial services (FS), telecommunications, media and technology (TMT) and/or fintech projects would be an added advantage;
  • Business driven and forward looking with passion for continuous innovation, understanding the need for proportionate, risk balanced approaches;
  • Outstanding problem solving and decision making skills with an ability to work independently;
  • Strong interpersonal and communication skills;
  • Strong collaborator and team player with an ability to build relationship across horizontal and vertical levels; prior experience working in a matrix reporting set up will be essential
  • Sound judgement, ethical with impeccable integrity;
  • Develop and execute strategies for managing vendor relationship; and
  • Excellent command of written and spoken English and good Chinese skills is essential.

Remuneration Package

Rank and salary will be commensurate with qualification and experience. The initial appointment will be made on a fixed-term contract.  A competitive remuneration and benefits package including discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered.
