Job Description

The Role Responsibilities

This is a key role within CPBB (Consumer, Private and Business Banking) Risk that is responsible for managing credit risks associated with wealth lending in the Private Bank, Priority Private and Priority segments in Hong Kong. The Hong Kong market has been identified as a key driver of growth for wealth lending, and the role holder will partner with the first line of defence to oversee the growth strategy. 

Strategy

  • Inform the development of local CPBB Wealth Management and Affluent/Priority client segment business plans with the provision of operational loss, cost and impairment forecasts and a balanced judgment on the external environment
  • Align the strategy for management of Wealth Lending Risk with the business strategy for the Affluent/Priority segments of customers and risk appetite and oversee its execution 
  • Contribute to the development of local performance management and remuneration processes, to encourage the development of an appropriate risk culture and discipline

Business

  • Define the strategic intent and agenda for Wealth Lending in the Risk function in Hong Kong
  • Maintain and develop Wealth Lending risk management capabilities, skills and infrastructure to meet ongoing business needs and plans for the Wealth Management Business, with an awareness and understanding of the wider business, economic and market environment in which the Group operates.

Processes

  • Supervise all processes where a member of the Function is identified first line process owner
  • Ensure effective management of the operational risks within the Function and compliance with applicable internal policies, and external laws and regulation
  • Support new Wealth Lending programs development to deliver scalable lending solutions in Hong Kong
  • Continuously improve the operational efficiency and effectiveness of the Function’s risk management processes

Portfolio Management

  • Drive continuous improvement on portfolio risk monitoring and management capability
  • Understand sensitivities to key risk drivers and potential stress impact on the portfolio. Monitor external factors, such as state of economy, regulatory environment and other emerging risk trends
  • Ensure portfolio standards evolve appropriately to proactively manage the changes in external environment, strategy and risk tolerance

People & Talent

  • Lead through example and build the appropriate culture and values within the CPBB Risk function and across the wider organisation.
  • Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles. 
  • Employ, engage and retail high quality people, with succession planning for critical roles.
  • Responsibility to review team structure/capacity plans.
  • Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.
  • Uphold and reinforce the independence of the CPBB Risk function from those whose primary responsibility is to maximize short-term revenues and profits.

Risk Management

  • With respect to Wealth Lending in Hong Kong, uphold the integrity of risk/return decisions, by challenging business and control function heads to demonstrate that risk origination and control decisions are properly informed and consistent with strategy and risk appetite.
  • Direct appropriate response to material events or other risk issues that come to the role holder’s attention
  • Align the strategy of the local Risk function with properly approved business strategy and risk appetite and oversee its execution

Governance

  • Maintain a good understanding of the requirements of key external stakeholders relevant to the role and ensure that these are well understood internally and reflected in internal procedures.
  • Maintain and open and cooperative relationship in dealings with regulators.

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank.  This includes understanding and ensuing compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the Function to achieve the outcomes set out in the Bank’s Conduct Principles, Fair Outcomes for Clients, Effective Operation of Financial Markets, Financial Crime Prevention, The Right Environment.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

  • Embed ‘Here for Good’ and the Group’s brand and values in Country and Region.
  • Perform other responsibilities assigned under Group, Region, Country Business or Functional policies and procedures.

​​​​Our Ideal Candidate

  • Market knowledge: substantial experience at the higher level in the banking industry, including demonstrated success in a similar role.
  • Business strategy and model: sharp business acumen (including ability to assess risk and appropriate levels of return), strong leadership qualities, excellent interpersonal skills and multi-cultural awakened and sensitivity.
  • Risk management and control: demonstrated track record in successful management and ability to manage end-to-end wholesale and retail credit risk in geographically dispersed and highly varied product base. Expertise in process design and control.
  • Strong analytical and dispute management skills, ability to make independent decisions with a strong sense of empowerment and leadership skills to command the respect of a cross-functional set of professionals at senior level (internal and external) working in open-ended situations.
  • Regulatory framework and requirement: awareness and understanding of the regulatory framework in which the firm operates and the regulatory requirements and expectations relevant to the role.
  • Non-technical skills: significant relationship management experience- with external stakeholder at the most senior levels, including regulators and rating agencies.
  • Languages; English. Proficiency in Chinese would be preferable.
  • Banking training:

Role specific training which are mandatory and developmental

  • Bank mandatory training for Certified Persons and training under the Retail Risk Curriculum
