Job Description

Operational and Resilience Risk 

Global Operational and Resilience Risk (ORR) is a sub function of Group Risk. Its purpose is to make sure HSBC understands, and is in control of its non-financial risk position. In addition, the function provides resilience risk stewardship to the Regional Business and Functions and the entities we operate in. This is achieved through: 

  • Completing analytical assessments and opining on the control environment of the First Line of Defence (1LOD) within Businesses, Functions and Regions
  • Constructive challenge to all businesses, functions and entities within country on their control environment and assessment of risk
  • Oversight of emerging risks, strategic business initiatives and local change activity and new/materially changed products
  • Analysis of risk exposure across all bank operations and territories to inform capital management and stress testing requirements
  • Completing thematic reviews and aggregated reporting of the Non-Financial Risk profile of the bank
  • Responsibility for the implementation of HSBC’s Risk Management Framework (RMF) that sets out governance, policies and practices to proactively identify, assess, measure and report on, mitigate and control operational risk exposures associated with HSBC’s businesses and operations at all levels of the organisation.

We are currently seeking a high caliber professional to join our department as Operational and Resilience Risk Senior Steward, HSIL, INS and AMG (Hang Seng Index, Insurance and Asset Management). 


Principal responsibilities

  • Support implementation of the Operational Risk and Resilience Risk frameworks, this includes Risk Strategy, Risk Appetite, Risk Taxonomy and Risk Control Library strategy and policy frameworks
  • Provide oversight across HSIL INS AMG on adoption of Standards, Processes and Procedures required to implement the Policy objectives
  • Provide robust challenge and actionable and contextual guidance across all NFR risks within HSIL INS AMG enabling business growth whilst maintaining related risks within appetite
  • Provide effective oversight of RMF including policies, tools and methodologies for use by line management 
  • Represent Operational Risk Oversight and Resilience Risk Stewardship to key stakeholders
  • Manage relationships with other ORR teams
  • Act as one of the key 2LOD contact points for interacting with regulators (e.g. HKMA, SFC etc.) and industry bodies on Resilience Risk matters
  • Lead and role model for non-financial risk aligning with the Bank’s strategy, behaviours and values
  • Robustly challenge and influence to ensure how we manage and quantify our risk exposure and fully embed a strong risk management culture and behaviours is effective 
  • Work effectively across ORR 
  • Support the continuing development or transformation of Operational Risk operating model to ensure Business Operational Risk operates increasingly effectively and efficiently and is able to deliver HASE’s strategic goals
  • Partner with business Leads across 1LOD to identify, measure, mitigate, monitor and report resilience risks
  • Ensure key non-financial risk reports adhere to requirements of Enterprise Risk Framework and escalation routes operate for top and emerging non-financial risks to reach appropriate Risk Management Meetings 
  • Direct ad-hoc project work and investigations to provide further analysis into process control failings as required
  • Provide risk oversight on the implementation and embedding of FIM requirements on Non-Financial Risk and Resilience Risk in HSIL INS AMG 

Requirements 

  • Strong level of business knowledge and experience of working in one or more resilience risk specialist areas  
  • Strong level of risk management knowledge and relevant experience 
  • Comprehensive knowledge of the internal control environment 
  • A BA or BS University Degree, professional certificate in one or more RR specialist disciplines
  • Professional qualifications (e.g. HKMA Enhanced Competency Framework on Cybersecurity, Information Systems Audit and Control Association certification or equivalent qualification from a recognised professional body) may be advantageous 
  • Great sense of ownership and servicing mindset to ensure efficient and effective customer service processes
