Job Description
Reporting to the Senior Manager-Data Governance and Quality Management, this is an exciting opportunity for an individual with a keen interest in data and driving data-driven culture for the strategic development of a major local bank.
Responsibilities:
- Implement and drive the maturity of the Group Data Governance and Quality Management Framework
- Assist the planning of the data governance and quality management initiatives, managing delivery constraints and overseeing of executions
- Analyze compliance requirements, the current state of various data management areas; identify data risks and control or compliance gaps
- Propose and design solutions or mitigations for data risk reduction and organizational compliance; develop data governance/management policies, standards, process and procedure, governance metrics and implement fit-for-purpose data governance tool
- Lead, implement and enforce data governance controls/measures for data ownership and stewardship, metadata management, data privacy and security, data quality etc. across the three lines of defence (3LOD) Business and Functions
- Engage and manage various levels of stakeholders (from senior executives to working group members) to obtain buy-in and effective delivery of data governance initiatives; conduct workshops and follow-up the actions
- Design training and activities to promote organizational awareness and culture of data governance across People, Process and Technology
- Requirement:
- Bachelors or Master’s Degree in Computer Science, Law or related discipline; Certified in Business Analysis, Data Governance/Management, Data Analytics, Risk and Compliance training or other relevant domains
- Minimum 10 years of experience in large-scale or enterprise project delivery, with at least 5 years in data governance, data protection, regulatory compliance or business process re-engineering
- Strong analytical thinking, proficient in solution detail design and implementation for cross-functional problems or risk reduction
- Experienced in establishing and enforcing the target operating model (TOM), data stewardship, policies, process and procedures across the organization
- Knowledgeable in data governance industry best practices, business and technology issues related to management of enterprise data assets and approaches related to data protection
- Knowledgeable in data related regulatory requirements, code of practices and guidelines e.g. GDPR, PDPO, PIPL, including those for BDAI, FinTech; the Banking Ordinance, and HKMA Supervisory Policy Manuals
- Hands-on experience with data governance tools e.g. Colibra, Informatica, Talend etc. is an advantage
- Banking or Financial Services Industry experience and knowledgeable to the business/operations is preferred
- Willingness to take challenges, resolve conflicts, and solve complicated problems
- Competent in managing and communicating with senior stakeholders
