Job Description
Our client “Cathay Subsidiary Services” is seeking a General Manager Engineering Subsidiaries to join their company!
What you’ll be doing?
General Manager Engineering Subsidiaries is a leadership position which responsible for the overall management of asset reliability, availability and effectiveness as well as driving best practice across the four subsidiaries of Cathay Cargo Terminal, Cathay Pacific Catering Services (HK) Limited, Hong Kong Airport Services Limited and Vogue Laundry Service Limited, in order to best meet the needs of the Cathay group and the subsidiaries themselves.
The selected candidate will report directly to the CEO of Subsidiaries and have a functional reporting line to each of the four service subsidiary COOs. Additionally, s/he will have indirect responsibilities for oversight of engineering teams embedded within each subsidiary, providing SME guidance as needed and ensuring that each adopt a risk-based approach to how engineering is done based on subsidiary individual and collective needs.
- Assume overall responsibility for driving engineering excellence across the subsidiaries with regards to subsidiary needs collectively re asset availability, resource optimisation and affordable cost.
- Responsible for direct oversight and management of centralised Engineering teams.
- Own development and dissemination of consistent risk-based approach towards engineering and asset maintenance planning across all subsidiaries, including risk assessment based on criticality of service, and appropriate asset care plans, based on best fit lifecycle management and maintenance strategies.
- Oversee and manage all engineering-related projects including capital projects, overhauls, and other modifications based on regulatory change, debottlenecking, etc. Devise approach for project prioritisation and trade off based on defined parameters, and consideration of options including schedule adjustment based on resource availability, accelerating delivery based on business need, etc. Align with subsidiary leadership on approach. Assign appropriate resources to manage and complete implementation.
- Oversee and manage engineering operations across vehicles, facilities, and materials handling. Ensure effective management of all internal and external resources to carry out day to day work.
- Provide subject matter expert input across all centralised and subsidiary-embedded engineering teams. Ensure that all engineering work is conducted in line with the risk based asset case plans developed, consistently.
- Develop capability needs and develop own training and upskilling initiatives to drive best practice.
- Identify engineering synergies across the four subsidiaries and own cross-subsidiary initiatives.
- Conduct strategic reviews and devise business case and plans for transforming approach to engineering re functional areas, digital / robotics, insource/outsource, transition to EV etc.
- Plan, implement control and review capacity improvement and resource optimisation initiatives such as automation to support sustainable growth of subsidiary businesses.
- Assume responsibility for over sight and management and oversight of subcontractors to deliver the services in compliance with Service Level Agreements.
- Own and develop inventory management practices and initiatives based on business need such as obsolescence management, working closely with subsidiary teams.
- Oversee and ensure the engineering teams comply with the group/company policies and procedures.
- Overall responsibility for legal and regulatory compliance in respect of all engineering activities.
- Other ad-hoc projects as assigned.
Who are they looking for?
- Bachelor’s degree in Engineering discipline.
- Professionally qualified member of engineering institution. E.g., HKIE, or CEng in related disciplines.
- Minimum of 20 years engineering/maintenance experience with at least 10 year’s experience in managerial / strategic level, ideally in a hybrid insource / outsource environment
- Experienced in risk-based asset management planning and management.
- Experienced in end-to-end asset management lifecycle management.
- Strong core competencies in leadership and team management.
- Excellent command of verbal & written English and Chinese.
