Job Description
The Hong Kong Sports Institute Limited (“HKSI”) is the Government’s delivery agent to provide the high performance training system for eligible sports. The HKSI’s mission is to provide an environment in which sports talent can be identified, nurtured and developed to pursue excellence in the international sporting arena benchmarked at Major Games results. We are now inviting suitable candidates for the following vacancy:
FACILITY MANAGER
THE JOB
Reporting to the Associate Director (Estate Office), the Maintenance Manager is responsible for effective planning and managing the maintenance programmes to ensure the maintenance of buildings, structures, building services system, specialised sports systems and equipment at the Fo Tan Main Campus and the off-site training venues are timely and properly carried out to assure they are in operational effectiveness to meet the needs, health and safety requirements of the company. The Maintenance Manager is also responsible for planning, implementing and monitoring additional & alternatives (A&A) works of the company. Duties include:
- Establish, manage and execute efficiently and cost effectively the maintenance strategies & programmes (routine, scheduled, preventive and statutory maintenance) to assure the operational effectiveness of all buildings, structures, building services systems, specialized sports systems and equipment of the company;
- Ensure full compliance of statutory requirements and regulation to ensure all facilities, venues, building service systems and equipment are operated under valid permits, certificates and licenses;
- Provide technical advice to Management/users in respect of maintenance, A&A works and capital projects;
- Take over newly completed new facilities building operating with smart building technologies and smart facilities management system;
- Collaborate effectively with internal users, consultants and external stakeholders of the HKSIL including Government departments on the maintenance works, A&A works, capital projects, and works conducted by third parties inside the HKSIL premises;
- Prepare design, estimates, drawings & specifications, tender documentation for maintenance works and A&A works;
- Prepare funding application and relevant reports/papers to Management/Board for maintenance works and A&A works;
- Under the ambit of maintenance works and A&A works, coordinate and monitor the works tenders, services of contractors and consultants, manage contractor and consultant relationships; manage and review maintenance works and A&A works contracts to ensure all maintenance and users’ needs are being met with cost effectiveness;
- Maintain updated Space Inventory and fixed asset of the company;
- Provide technical support and supervise the provision of Audio/ Video /Timing services for the company’s organized functions and events;
- Supervise and manage a department of 30 staff members comprising professional staff and technicians;
- Prepare annual maintenance plan, five-year maintenance plan and long term maintenance plan and to monitor the maintenance programmes progression against the plans;
- Follow up and complete the outstanding works of the HKSI Redevelopment Project, including the settlement of final accounts, defects rectifications, and the construction of the Rowing Boat Launching Facilities, etc. and
- Perform any other appropriate duties as assigned by supervisor.
THE REQUIREMENTS
- A university degree in Architecture / Building Services Engineering / Building Surveying or related disciplines with full membership of the HKIA / HKIE / HKIS or equivalent. Qualification on BEAM Pro is an advantage;
- At least 10 years’ relevant working experience including building maintenance management and project management. Experience in Building Information Modelling (BIM), the application of smart building technologies and smart facilities management system, and experience in taking over newly completed building are definite advantage;
- Sound knowledge in Buildings Ordinance, regulations in relation to building and building services works;
- Experience in managing a sizable team of professional staff and technicians;
- Strong problem-solving and interpersonal skills;
- Good command of both spoken and written English and Chinese; ability to speak Putonghua is a definite advantage; and
- Proficiency in computer applications including MS-Office, proficiency in AutoCAD is a plus.
