The Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research. ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Communications Technologies, Artificial Intelligence and Trust Technologies, Advanced Electronic Components and Systems, IoT Sensing and AI Technologies, and Innovative Mind.

It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits, and Metaverse.

Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions. To date, ASTRI has transferred almost 1400 technologies to the industries and been granted more than 1050 patents in the Mainland, the US, and other countries.

To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s): 

 

Job Responsibilities:

Requirement analysis and IT solution delivery

  • Down to the details to gather user feedback, analyse current systems, propose solutions, code, test, and deploy applications for new initiatives and process improvement with minimal supervision
  • Work closely with outsourced vendors in Hong Kong and other countries for solutions that meet the business requirements
  • Supervise the overall architecture design of applications

 

IT service offering and improvement

  • Oversee and get familiar with current applications and provide improvement suggestions
  • Provide daily application support to ensure system stability and availability to meet the defined service level
  • Be available for on-call duty in the event of a critical incident that requires an immediate fix or technical investigation
  • Perform root cause analysis and resolve application incident requests
  • Conduct regular system performance reviews
  • Respond to, design, implement and deploy solutions to ad-hoc business requests promptly
  • Oversee the patch management of applications

 

Compliance and application security

  • Follow IT security best practices when performing tasks
  • Maintain standard documents, such as user manual, system diagram, data dictionary, workflow, etc
  • Assist in providing the required documents to meet audit requirements
  • Identify, prioritise, and mitigate application vulnerabilities to reduce security risks

 

Project and change management

  • Contribute to the analysis, perform technical research and feasibility studies for business initiatives
  • Follow up and manage change requests of applications
  • Liaise with vendors and developers to ensure project tasks are completed according to the agreed schedule and resources

 

Relationship with business

  • Provide application user training for new join users
  • Ensure effective communication with business users to understand their IT needs

 

Job Requirements:

  • Possess a recognised university degree with a major in Computer Science or Information Systems
  • With at least 6 years of hands-on experience in supporting IT applications, preferably in financial management, procurement management, workflow systems, or business intelligence, and with at least 3 years of experience in project management
  • Familiar with Software Development Life Cycle (SDLC) and system design methodologies
  • Possess solid experience in system analysis and design, system development, ongoing system support and system improvement
  • With at least 4 years of solid experience in conducting system development and implementation using at least 2 of the following technologies: (i) relational database and related development tools, (ii) workflow software, (iii) .NET Platform, or (iv) Business Intelligence tools, and IT security management
  • Experience in integration design and resolving integration problems among application systems
  • Possess good knowledge of programming languages such as SQL, VBA, JavaScript, and C#
  • Experience in MS SQL server and IT application procurement
  • Have a good insight into technology trends and new technologies
  • With experience in supervising outsourced vendors and administrating service contracts is preferred
  • Possess knowledge of project management or business analysis methodologies such as PMP, PRINCE2, and CBAP is definitely an advantage
  • Be creative, analytical, and systematic in problem-solving
  • Have strong problem-solving and interpersonal skills
  • Be a good, positive team player, self-motivated with a “Can-do” attitude
  • Proficient in oral and written communication skills in English and Chinese

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
