Job Description

The Hong Kong Sports Institute Limited (“HKSI”) is the Government’s delivery agent to provide the high performance training system for eligible sports. The HKSI’s mission is to provide an environment in which sports talent can be identified, nurtured and developed to pursue excellence in the international sporting arena benchmarked at Major Games results. We are now inviting suitable candidates for the following vacancy:

 

DIRECTOR, CORPORATE SERVICES

 

THE JOB

Reporting to the Chief Executive, the Director, Corporate Services is a core member of the HKSIL executive team with oversight and leadership responsibilities for the Corporate Services Division. The Director will be responsible for the following strategic objectives and associated tasks:

  • To provide leadership and strategic direction to the Corporate Services Division in fulfilling the mission of the HKSIL;
  • To formulate, implement and review the HKSIL’s Financial Policies and to ensure their compliance;
  • To formulate financial and operational parameters for the preparation of the Annual Plan and to exercise budgetary control over the HKSIL’s operations;
  • To deliver professional advice to the Chief Executive and the Board of Directors in respect of corporate governance, financial/statutory matters and corporate processes;
  • To enforce Procurement Policy to ensure the procurement (including tendering) processes are fair, open and "value for money";
  • To oversee the planning, development and management of facilities of the HKSIL in the provision of efficient, cost-effective and sustainable facility support to the elite training function and their operational needs;
  • To formulate, implement and review Human Resources Policies (including recruitment, remuneration, manpower planning, staff training and performance appraisal, etc.) and to ensure proper matching to the HKSIL’s human resources needs;
  • To lead the Information Technology function in the provision of advanced information technologies to enhance operational effectiveness and efficiency;
  • To oversee and manage the investment of a Trust Fund and to advise the Committee of Trustees on all matters (finanical, administration, etc.) pertaining to the Trust Fund;  
  • To lead and oversee the Internal Audit function; 
  • To formulate and implement the Environmental, Social and Governance ("ESG") Policy for the HKSIL and to prepare the ESG reports as necessary; and
  • To perform any other duties as assigned by the Chief Executive.

 

THE REQUIREMENTS

An experienced senior executive, with a university degree and relevant professional qualifications; with a credible leadership track record of substantial years encompassing the following:

  • Bachelor's degree in a relevant discipline with the corresponding professional qualifications. Areas of discipline in business administration / finance / accounting / law are prefered;
  • 15+ years of proven experience including leadership roles in corporate services (in areas of finance, HR, IT, facilities management, procurement, etc.); 
  • In-depth understanding of corporate processes, policies, and best practices;
  • Experience in managing cross-functional teams and leading complex projects;
  • Excellent communication and interpersonal skills to effectively collaborate with Government officials, the Board of Directors, Committee Members and stakeholders, including officials of National Sports Associations, statutory/internal auditors, lawyers, bankers, fund houses, and regulators, etc.;
  • Strong leadership and people management abilities to inspire and motivate teams;
  • Tech-savvy with the ability to leverage technology to enhance operational efficiency;
  • High level strategic thinking and planning skills;
  • Problem-solving skills to address complex, multi-faceted challenges;
  • Ability to multitask, prioritize, and work under pressure to meet deadlines; and
  • Fluency in Cantonese and English; knowledge of Putonghua will be an advantage.
