ORGANIZATION OVERVIEW

OneSky trains communities and caregivers to provide nurturing responsive care and early education so that vulnerable young children can thrive. OneSky was founded in 1998 to improve the lives of children in China’s welfare institutions. In 2011, OneSky was invited by China’s Ministry of Civil Affairs to train every child welfare worker in the country to implement our evidence-based approach. The OneSky Approach has reached every province of China and now beyond to benefit marginalized children in low-resource settings across Asia. Over the past 25 years, always in partnership with government and local communities, OneSky has trained 113,500 caregivers to improve outcomes for 377,000 young children with quality care and education in mainland China, Vietnam, Mongolia and Hong Kong, SAR. JOB SUMMARY

The Director of Global Human Resources will be responsible for developing, administering, and communicating all human resources initiatives across OneSky, and provide HR guidance to our global and regional teams in Vietnam, Mongolia, Hong Kong, and the US including future expanded countries. S/he will be a trusted advisor to the leadership team, relied on for advice about HR best practices, labor regulations, and the talent market. 

Reports to: Chief Administrative Officer

Direct reports: 

  • Hong Kong HR & Admin Manager
  • Mongolia HR & Admin Manager
  • Vietnam HR Manager 

Location: United States or Asia, preferably in one of the cities where OneSky has an office. 

 

KEY RESPONSIBILITIES 


 

  • Develop and execute the global HR strategy, aligning with business objectives, creating a roadmap for success, and adapting to changing landscapes 
  • Oversee the development, implementation, and standardization of HR programs, policies, and procedures across the organization 
  • Provide strategic guidance to the senior leadership team and HR & Admin Managers, ensuring consistent HR practices and compliance globally and regionally 
  • Lead and support organizational development and change management initiatives 
  • Drive the development and implementation of global HR programs, such as performance management, succession planning, and staff development to address performance gap in a proactive manner
  • Stay abreast on industry trends and ensure compliance with employment laws, regulations, and practices 
  • Develop and monitor key HR metrics to assess HR effectiveness, drive data-based decision making, and support continuous improvement
  • Lead global HR projects, such as HR system implementations, HR process harmonization, and global talent acquisition strategies
  • Advise supervisors and staff on employee relations matters and administrative processes, including dispute resolution, corrective and disciplinary actions 
  • Collaborate with regional HR & Admin Managers to execute employee engagement, diversity and inclusion, and wellbeing initiatives
  • Manage relationships with external vendors (Employer On Record service providers, IT contractors, etc.) to ensure effective HR service delivery
  • Work with the Global Operations Team to create and update HR documents, policies, and procedures, e.g. staff handbooks, staff contracts, internal disciplinary procedures, organizational charts
  • Review and update compensation and benefits benchmarking to ensure we stay competitive and attract/retain talents
  • Manage HR recruitment budget and prepare regular HR reports and status updates to board, internal staff and external stakeholders  
  • Process application and renewal of work visas for employees, management, and executive teams 
  • Undertake any additional duties that may, from time to time, be necessary and compatible with the nature of this role


 

JOB QUALIFICATIONS

  • Bachelor’s degree in Human Resources or Business Administration preferred; a Master degree or equivalent experience in HR, BA or Labour Relations is preferred
  • At least 8-10 years of professional experience in global operations and HR management at a corporation, nonprofit organization, or government agency is preferred
  • In-depth knowledge of global HR practices, labour laws, risk issues regulations, and compliance requirements
  • Strong understanding of HR processes, policies, and programs across different jurisdictions
  • Experience working in diverse cultural environments, managing cross-cultural teams, and fostering global collaboration
  • Good knowledge of strategic HR management, workforce planning, organizational development, talent requisition, compensation and benefits, performance management, training and development, employee development, change management, and HR technology
  • Strong ability to follow-through, set priorities and multi-task while maintaining accuracy and meeting deadlines
  • Strong consultative and negotiation skills, with the ability to build strong relationships, maintain trust, and influence others 
  • Able to think big, with the ability to staying organized and detail oriented 
  • Excellent work ethic, organizational and time management skills
  • General analytical, research, and critical thinking skills 
  • Outstanding communications skills. Good command of both written and verbal in English and local language 
  • Experience or interest in working in a nonprofit “start-up” environment
