HR Project Manager - Job Description
Location: Hong Kong
Overview:
We are seeking an experienced HR Project Manager to oversee the development and implementation of our new HR system. This role requires a deep understanding of HR and HCM-related processes specific to Hong Kong, including salary structures, MPF, and other local compliance requirements. The ideal candidate will work closely with our chosen vendor and internal stakeholders to ensure the project is completed on time, within budget, and meets our organizational needs.
Key Responsibilities:
1. Project Planning and Management:
- Develop a comprehensive project plan, including timelines, milestones, and resource allocation.
- Monitor project progress and adjust plans as necessary to meet deadlines.
- Ensure all project phases are completed on time and within budget.
2. Vendor Management:
- Serve as the primary point of contact between our organization and the HR system vendor.
- Coordinate meetings, track deliverables, and ensure the vendor meets project requirements.
- Review vendor performance and address any issues or concerns promptly.
3. Stakeholder Communication:
- Communicate project status, updates, and any issues to internal stakeholders, including senior management.
- Facilitate regular project meetings and create detailed reports for stakeholders.
- Gather and incorporate feedback from stakeholders to refine project requirements and deliverables.
4. System Design and Implementation:
- Collaborate with the vendor and internal teams to define system requirements and design specifications.
- Oversee the customization and configuration of the HR system to meet organizational needs.
- Ensure data migration from existing systems is executed smoothly and accurately.
5. Testing and Quality Assurance:
- Develop and implement a comprehensive testing strategy to ensure the HR system functions correctly.
- Coordinate user acceptance testing (UAT) and address any issues identified during testing.
- Ensure the system meets all regulatory and compliance requirements, specifically those related to Hong Kong's HR laws and standards.
6. Training and Change Management:
- Develop and execute a training plan for end-users to ensure smooth adoption of the new system.
- Provide ongoing support and troubleshoot any issues during the initial roll-out phase.
- Implement change management strategies to facilitate a smooth transition to the new system.
7. Post-Implementation Support:
- Monitor system performance and address any post-implementation issues.
- Gather feedback from users to identify areas for improvement.
- Plan for future updates and enhancements based on user feedback and evolving business needs.
Local Expertise Requirements:
- Salary Structures: Deep understanding of salary structures and compensation practices in Hong Kong.
- MPF (Mandatory Provident Fund): Comprehensive knowledge of MPF regulations and administration.
- Local Compliance: Familiarity with Hong Kong labor laws, employment ordinances, and other HR-related regulations.
- Benefits Administration: Knowledge of local benefits, leave policies, and payroll processes.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, Project Management, or a related field.
- Proven experience (5+ years) in HR project management, preferably with experience in implementing HR systems.
- Strong understanding of HR processes and systems, specifically within the context of Hong Kong.
- Excellent project management skills, including the ability to manage multiple tasks and projects simultaneously.
- Strong communication and interpersonal skills, with the ability to work effectively with cross-functional teams and vendors.
- Experience with vendor management and contract negotiations.
- Proficiency in project management tools and software.
- PMP, PRINCE2, or similar project management certification is a plus.
