Job Description

Position Summary:

The Assistant Manager (Facilities Management) will be responsible for the overall monitoring, operation and maintenance of facilities for the Tin Wan campus and other campuses/offices managed by the College, if any.

The post-holder will also supervise the planning and implementation of improvement / renovation projects of the campus to facilitate College's development.


Responsibilities:

Planning & Reporting
 

  • To advise the College Leadership in the planning and implementation of infrastructure projects;
  • To handle the annual budgeting for all repair and maintenance works;
  • To prepare draft tender documents and manage the tendering process;
  • To prepare the yearly plan for all E&M systems;
  • To produce facilities related reports;
  • To work closely with task force/working groups on facilities management projects

Policies, Procedures, Operation & Maintenance

  • To develop and update facilities management policies and procedures in a timely manner;
  • To liaise with end users, regulatory bodies, contractors and vendors relating to facilities management to ensure works are completed with the required standard, budget and time frame;
  • To liaise with other Campus‘ units on facilities needed for the operation of PT courses/ school events at City Campus (Kowloon Tong);
  • To supervise and provide direction to subordinates, as well as oversee all the works related to College’s facilities;
  • To lead and coach a team of executive and support staff to work on all building and property matters;
  • To review and renew facility-related contracts, certificates and licenses of various systems such as air conditioning, fire prevention, water quality, sump pump to comply with the government regulations and code of practice;
  • To handle the administrative office tasks (e.g. purchasing and inventory of stationery, office equipment…etc);
  • To routinely inspect all areas to ensure performance measures are well-maintained

Others
 

  • To perform any ad hoc tasks or other duties as required by the supervisor and the College

Requirements:
 

  • A Bachelor's degree in Property / Facilities Management or related disciplines
  • 3 years of property/ facilities management experience. Previous experience in school campus is a plus.
  • Sound knowledge of building/property management regulations and statutory requirements
  • A Certified Facilities Manager or a member of the Chartered Institute of Building, Hong Kong Institute of Construction Managers, Hong Kong Institute of Surveyors, Hong Kong Institute of Architects or equivalent, is an advantage
  • Good command of English and Chinese
  • Able to manage contractors to provide a reliable and high standard of services such as security service and cleaning service for the College
  • Good problem-solving skills and communication with different levels of stakeholders
  • Proactive and willing to take the lead to improve the Campus's facilities
  • Self-motivated and able to work under pressure with multi-tasking ability

Salary and Fringe Benefits:

Initial appointment will normally be made on a renewable 24-month contract.
Remuneration is competitive and will be based on qualifications and relevant experience. The College offers group medical insurance and dental, staff development support and annual leave to eligible appointee(s).
