Job Description
Clerk II (Medical Records Office)
Rank: Clerk II
Department/ Hospital: Medical Records Office, Kowloon Hospital
Pay: HK$26,908 to HK$37,590 (HGPS point 9 to 15) per month including Monthly Allowance
Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund
by Hospital Authority) as end- of- contract gratuity may be offered to contract staff upon
completion of the contract subject to satisfactory performance.
Key Responsibilities:
Perform clerical and supervisory duties in the day-to-day operation of the Medical Records Office, including:
1. Provide clerical support to medical records management and record store operation.
2. Handle and monitor progress of Release of information, e.g. medical report, data access request, etc.
3. Help to ensure patient data accuracy and privacy.
4. Handle data input, verify, analyze and compile service statistics reports.
5. Conduct regular record audits and Quality Assurance (QA) programs.
6. Supervise with coaching and provide training to junior clerical and supporting staff.
7. Help to ensure smooth daily operation of the Office.
8. Perform other duties as assigned by supervisor(s).
Entry Requirements:
1. (a) Passes in 5 subjects in the HKCEE including English Language (Syl. B), Chinese Language and Mathematics, or equivalent.
OR
(b) 5 subjects in the Hong Kong Diploma of Secondary Education attaining the level specified below:
- Level 2 in English Language, Chinese Language and Mathematics; and
- Level 2 in New Senior Secondary subjects/ "Attained" in Applied Learning subjects/ Grade E in Other Language subjects; or equivalent.
2. 3 years’ clerical experience with good knowledge of the functions and operations in one or more of the following areas:
(a) general administration
(b) filing and records keeping
(c) supplies and stores
(d) human resources
(e) finance, accounting and statistics
(f) data input and analyses
(g) typing, word processing and/or Chinese word processing
(h) telephone operation, client communication and reception service
Preferable Attributes/Exposure:
1. Experience and knowledge in health information and patient records management.
2. Experience and knowledge in handling application of medical report, data access request, and/or release of information.
3. Knowledge of clinical terminology and disease classification.
4. Experience in handling client and/or patient enquiry.
5. Knowledge of HA IT systems such as MRTS, IPAS, OPAS, CMS, ePR, PDARTS, MORIS, CDARS, ERP, etc.
6. Knowledge of common office applications (e.g. E-mail, Internet/Intranet, etc.) and proficiency in PC applications (e.g. MS Word, Excel,
PowerPoint, Access, Chinese Work Processing).
7. Knowledge of other dialects (e.g. Mandarin) in the light of individual job requirement.
8. Good interpersonal, organizational, supervisory and communication skills.
9. Self-motivated, able to work independently and efficiently under pressure.
10. Good command of both spoken and written English and Chinese.
Remarks:
2. Serving staff who have completed F.5/S.5 or equivalent and have 3 years’ clerical experience within HA may also be considered.
