Work you'll do

• Plan and control all phases of IT project including feasibility study, systems analysis and design, procurement and installation of computer systems, programming, implementation, system nursing and maintenance
• Manage delivery milestone, obtain approval/ sign-off and initiate billing
• Coordinate with government stakeholders, internal teams, and external vendors to ensure smooth project execution on time and within budget
• Develop project management plans and quality control parameters
• Work with alliance leader to foster relationship with vendor ecosystem to equip with up-to-date technology know-how
• Lead business developing including solution design, effort estimate and proposal preparation
• Engage with client senior management to cultivate selected priorities accounts, department and bureau

We are looking for someone with

• Bachelor degree or above in Information Systems, Computer Science, Computer Engineering or related disciplines;
• At least 15 years of post-qualification IT experience including at least 5 years of project management experience in system design and implementation and/or system maintenance and support of IT systems for HK government or related organisations
• Be a certified Project Management Professional (PMP) and/or a certified PRINCE2 practitioner
• Experience in serving as SOA-QPS programme manager is preferred;
• Thorough understanding of government IT project processes, regulations, and best practices.
• Excellent project management skills, including planning, scheduling, budgeting, and risk management.
• Strong leadership and interpersonal skills, able to motivate and collaborate with diverse teams.
• Self-motivated and able to work under pressure to meet project deadlines
• Excellent verbal (fluency in English, proficiency in Cantonese, and/or Putonghua) and written (English and Chinese) communication and skills;
• Good communication and interpersonal skills;
• Excellent analytical and problem solving skills;
• Ability to work well under pressure.
