Job Description
Job Purpose:
The core purpose of this role is to oversee the Agency data analytics by understanding service units’ need on data, providing technical advice on data analytics to fulfil unmet need, as well as generating data insights through different analytics techniques, machine learning and artificial intelligence tools. He/She support the team leaders and Head of Planning and Service Development, and works closely with all service/function units, to build analytics tools/model and drive data analytics initiatives in order to facilitate the HKRC in delivering its humanitarian services to fulfill its vision and mission.
Key Responsibilities:
- Leverage data and analytical methods to transform service data and indicators into actionable insights for service planning, monitoring and evaluation
- Provide professional advice on the data analytics and information to the Head or his/her designed for reporting purpose
- Develop and maintain the business intelligence dashboard/reports in the data platform
- Develop and maintain a data catalog / indicator bank to ensure valuable data could be properly identified by internal staff with sufficient contextual information for analysis
- Organizes and coordinates work process to improve the workflow of data collections for service indicator report(s)
- Perform database checking and provide data extraction, identifying potential data quality issue and communicating with relevant stakeholders for improvement, as well as resolves difficult situation at work level related to Data Management
- Support Planning, Monitoring, Evaluation and Reporting (PMER) work and research projects under Corporate Strategic Plan
- Act as the site administrator of departmental SharePoint portal site(s)
Requirements:
- Bachelor’s degree, preferably in Statistics, Data Science, Mathematics, Quantitative Science, Computer Science, Information Management or related disciplines
- Minimum 3 years related working experience
- Solid experience in data analytic tools, e.g. Power BI, QlikSense, SQL, VBA, R, Python, etc.
- Knowledge of Microsoft SharePoint and Microsoft Power Platform (such as Power Automate, Power Apps) and Data governance will be advantages
- Previous experience in knowledge management, program/event coordination, change management and NGOs are definite assets
- Excellent command of both written and oral English, Chinese/Cantonese/ Putonghua
- Flexible personality, initiative with mind-set for improving service quality, analytical thinking, good interpersonal and communication skills
- Candidates with less experience will be considered for Assistant Manager position
