The Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research. ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Communications Technologies, Artificial Intelligence and Trust Technologies, Advanced Electronic Components and Systems, IoT Sensing and AI Technologies, and Innovative Mind.
It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits, and Metaverse.
Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions. To date, ASTRI has transferred more than 1,500 technologies to the industry and has been granted over 1,100 patents in the Mainland, the US, and other countries.
To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s):
Job Responsibilities:
The appointee will report directly to the Director of Staff on the following aspects:
Talent Acquisition, Recruitment and Selection
- Supervise the subordinates and oversee the full-cycle recruitment process, from requisition intake to candidate selection, offer management and onboarding arrangement;
- Partner with hiring managers to understand their talent needs and develop effective sourcing and screening strategies;
- Utilise a variety of sourcing channels to actively identify and engage passive candidates;
- Maintain a robust talent pipeline by cultivating relationships with potential candidates and implement talent pool management strategies to nurture leads and keep candidates engaged;
- Regularly review and refine recruitment policies, procedures, and best practices to improve efficiency and effectiveness and ensure recruitment activities comply with all applicable labour laws and company policies;
- Analyse recruitment efficiency and effectiveness for continuous improvement. Initiate and implement improvement measures as appropriate;
- Perform ad hoc duties as assigned by supervisor.
Operations and Management Reporting
- Provide secretarial support to prepare panel materials for panel interviews of senior management hires, including scheduling, coordination and prepare board papers and presentation;
- Collect, analyse, and interpret recruitment data and identify metrics to generate insights and management reports to support strategic planning and decision-making by senior leadership;
- Oversee the Talent Acquisition team’s budget, including forecasting, tracking, monitoring expenditures at timely manner;
- Manage relationships with external recruitment agencies and service providers, as well as monitor vendors’ performance, service levels and compliance with contractual agreements;
- Negotiate contracts of external recruitment vendors to ensure favourable terms and conditions.
Campus Recruitment
- Take the lead on developing and maintaining strong relationships with target local and international university partners;
- Organise and lead participation in campus career fairs, recruitment talks and other recruitment events, if any;
- Maintain accurate applicant tracking and streamline the campus recruitment process, from application to candidate selection and offer management.
Job Requirements:
- Bachelor degree or above with minimum 6 years of relevant work experience from sizable companies, preferably in semi-government bodies, high tech industry;
- Proven ability to deliver staffing solutions, project management and process orientation;
- Strong sense of ownership, ability to multi-task with good time management skills;
- Self-motivated with the ability to influence across different levels of the organization;
- Good communication and interpersonal skills;
- Proficient in MS Office, including MS Word and Excel including V-lookup and Pivot table;
- Proficient in written and spoken English, Cantonese and Putonghua.

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
