Job Description

Cultural and Creative Industries Development Agency (CCIDA) is a dedicated office set up under the Culture, Sports and Tourism Bureau (CSTB) to spearhead the development of cultural and creative industries in Hong Kong.  The office is looking for suitable candidates to fill the positions of Managers of the following Sections/Units in CCIDAHK with salary at $33,405 per month –

1. Multi-media Section: Manager (Multi-media) 
2. Public Relations and Social Media Unit, Architecture, Printing & Publishing and Promotion Section: Manager (Public Relations and Social Media)

Entry Requirements:

Candidate should have/be:

(a) a bachelor’s degree from a university in Hong Kong, or equivalent, in Communications, Public Relations, Creative Media, Marketing, Journalism, Advertising or a related discipline;

(b) Level 3 or above in both Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE), or the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent[Note];
(c) a minimum of three years of relevant post-qualification work experience in the field of creative, online or electronic media, multimedia design, digital advertising, media communications, marketing, public relations, advertising, corporate communications, event management, preferably at managerial level or above.  Work experience in project management in Government / quasi-government bodies / public service sector or understanding of Government procurement systems will be an advantage;
(d) well-versed in maintaining corporate websites and social media, creating content for and handling media and public feedback on social media posts, or drafting and editing copy for above-the-line (ATL) and below-the-line (BTL) marketing; 
(e) good command of written Chinese and English, and fluency in spoken Cantonese, Putonghua and English;
(f) sound knowledge of application software, including Microsoft Word, Excel, PowerPoint, Chinese word-processing. Preferably with good knowledge of video-shooting equipment and computer software including Photoshop, Adobe Illustrator, Paint Shop Pro, Adobe Premiere Pro, InDesign, After Effects and DSLR camera, etc.; and
(g) self-motivated, able to work independently and flexibly, hard working with good communication, problem-solving, interpersonal and analytical skills, well-organised and mindful to details, and able to work under pressure and tight time frame.

[Note: For non-civil service appointment purpose, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.]

Duties:

Manager (Multi-media)

(a) To assist Senior Manager (Multi-media) (SM(MM)) in liaising and networking with different parties, including government and non-government authorities, professional associations, commercial organisations as well as local and overseas trade entities, for proposals / activities / projects relating to the three multi-media creative industries, viz. advertising, music, and digital entertainment;
(b) To assist SM(MM) in monitoring execution and facilitating promotional activities relating to the three multi-media creative industries;
(c) To provide logistic support to senior officials’ attendance for projects relating to the three multi-media creative industries;
(d) To monitor the latest news and where necessary conduct information search for new contents development and new digital platforms development relating to the three multi-media creative industries;
(e) To maintain and update the information databases of projects / events / activities / delegations relating to the three multi-media creative industries; and
(f) To perform administrative and other duties as assigned by senior officers.

 

Manager (Public Relations and Social Media)

(a) To assist Senior Manager (Public Relations and Social Media) in organising projects and activities to promote and market CCIDA and the creative industries in Hong Kong, including but not limited to above-the-line (ATL) and below-the-line (BTL) marketing and social media campaigns, maintaining CCIDA’s social media accounts and monitoring media and public feedback on the social media posts issued by CCIDA or relating to the projects organized / sponsored / supported by CCIDA, and responding to media and public enquiries or feedback on social media and rebutting allegations on social media in a timely manner;
(b) To prepare content and liaise with design and printing / production houses for production of various kinds of marketing and social media materials for CCIDA, and liaise with Culture, Sports and Tourism Bureau (CSTB) and other Government bureau / departments for promotion of CCIDA and CCIDA’s projects or activities on various channels;
(c) To advise and support CreateSmart Initiative (CSI) fund recipients in devising and implementing publicity programmes for approved projects, and to draft or edit the publicity materials prepared by CCIDA or CSI fund recipients for these approved projects;
(d) To draft and update the content of CCIDA’s websites and social media, and draft reply to press enquiries in coordination with other Sections / Teams / Units of CCIDA;
(e) To carry out administrative and promotional duties; and
(f) To perform other duties as assigned.

Note:

  • Subject to the exigency of services, the appointee may be required to work irregular hours and overtime, including Saturday, Sunday and Public Holiday.
  • Shortlisted candidates will be required to attend a written test and an interview.

Terms of Appointment: Successful candidate will be employed on non-civil service contract terms for 24 months.

Fringe Benefits: A gratuity may be granted at the end of contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct.  Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Ordinance (Cap. 485), will be equal to 15% of the total basic salary received during the contract period.  Rest days, statutory holidays (or substituted holidays), annual leave, sick leave, etc., where appropriate, will be granted in line with the provisions in the Employment Ordinance.

(a) 協助高級經理(公共關係及社交媒體)組織項目和活動,以推廣和營銷文創產業發展處(文創處)和香港的創意產業,包括但不限於線上及線下行銷和社交媒體活動,營運文創處的社交媒體帳戶和密切留意媒體及公眾對文創處發布的社交媒體帖子或與文創處策劃/贊助/支援的項目的反應,並回應媒體和公眾在社交媒體上的查詢或反饋;
(b) 擬備文創處各類市場推廣及社交媒體材料的內容,並與設計及印刷/製作公司就製作有關材料的事宜聯絡;與文化體育及旅遊局(文體旅局)和其他政府決策局/部門聯絡,以在不同渠道宣傳文創處及文創處的項目或活動;
(c) 為創意智優計劃獲款機構提供建議和支援,以制定和執行獲批項目的宣傳計劃,並草擬或編輯由文創處或創意智優計劃獲款機構為有關獲批項目準備的宣傳材料;
(d) 草擬及更新文創處網站和社交媒體的內容,並與文創處的其他單位協調,處理傳媒查詢;
(e) 處理組內的行政和文創處的推廣工作;以及
(f) 執行由上司指派的其他工作。

註:

  • 遇有職務需要,受聘人或須不定時及逾時工作(包括在星期六、星期日及公眾假期工作)。
