Job Duties

• Oversee IT infrastructure projects, develop technical project feasibility and scope of work for the project, detailed project plans, milestones and deadlines. 
• Supervise and participate in project development, implementation and evaluation of plans, policies, systems and procedures to achieve long-range and annual goals, objectives and work standards. 
• Develop and maintain strong relationships with customers to ensure effective service delivery and satisfaction. 
• Coordinate the installation, maintenance and support of an IT infrastructure to ensure the entire system can continue to operate within the contract period. 
• Oversee the system and network performance, forecast the requirements and perform capacity planning studies.
• In charge of maintenance and modification of systems to expand capacity and maintain operations to meet contract requirements, recommend the purchase and upgrade of network, storage and server and system software. 
• Plan, supervise and participate in annual disaster recovery planning and systems and data security administration. 
• Monitor the operations and performance, ensure timely and effective problem identification and resolution, investigate and resolve customer escalations and complaints, supervise the development of system, network and customer documentation. 
• Plan and oversee the work of assigned staff and contractors, supervise, evaluate and provide performance and project feedback, establish performance requirements and personal development targets. 

Job Requirements

• Degree in Computer Science, MIS, or related disciplines.
• Minimum 10 years of post qualification IT experiences, including at least 5 years of experiences in infrastructure design and implementation.
• Practical knowledge in network design and implementation, large scale PC deployment; managing Sun Solaris, AIX, Windows, Clustering, SAN, Cisco, Oracle, Middleware, Security and backup solution.
• At least specialized in one of the technical areas, for instance system, network, security, data center, storage etc.
• Experienced in working on complex problems / projects where analysis of situations or data requires an in-depth evaluation of multiple factors.
• Experienced in bidding for medium to large projects in government sector is preferable.
• Completed more than 1 cycle of project development in large scale projects, preferable in government sector.
• Strong team leading and people management skill.
• Able to communicate effectively with all level of users and team members.
• Excellent documentation techniques and analytical skills.
• Initiative, customer-focused, independent and able to work under pressure.
• Holder of ITIL or PMP certification is essential.
• Good command of both written and spoken English and Chinese.
