Job Description

Major Responsibilities:

Reporting to the Executive Director –

  • To provide secretariat support to the Employees Retraining Board;
  • to formulate, review and oversee implementation of HR policies and systems for the Executive Office in the areas of organisation structure, compensation and benefits, performance management, staff training and development, recruitment, staff relations, and discipline;
  • to formulate and review investment policy and strategy, and to undertake financial management of the Employees Retraining Fund, including costing, budgeting, and overseeing accounting functions;
  • to formulate and review IT strategy to align with and support business development of the Employees Retraining Board, and to drive and oversee effective implementation of IT projects;
  • to ensure the provision of quality customer service and effective handling of complaints; and
  • to oversee other corporate functions including accommodation and leasing, procurement, legal, and audit services.


Entry Requirements:

  • A recognised University degree;
  • with solid experience and strong track record in the management of corporate services, of which at least 10 years should be in a senior position overseeing human resources management, investment, financial management, and IT management;
  • well versed in the operation and work values of Government and/or public organisations;
  • possess strategic mindset, broad outlook and high sense of integrity, proactive, dynamic, result-oriented and innovative;
  • excellent leadership, analytical, organisational and interpersonal skills; and
  • excellent command of written and spoken English and Chinese.


Remuneration and Terms:

Successful candidate will be remunerated in accordance with qualifications and experience. Terms and conditions of employment will be agreed and set out in the employment contract. In addition to 5-day week, we provide annual leave, medical and dental benefits, insurance coverage and retirement scheme. Appointment will be initially on contract terms for 2 years, subject to renewal by mutual agreement.
