Responsibilities:

• To develop overall DME strategy and action plan, so that not only ADP can meet the LEAP requirement, but also a sound management system for quality assurance can be thereby developed
• To work with various stakeholders in the process of program/project A&D, , monitoring and evaluations in line with WV standard and measurements
• To build up DME team and to develop excellent DME competencies amongst team members according to individual or group responsible areas
• To integrate WV’s new initiatives such as, CWBO Indicators, Sponsorship Standards and into Assessment, Design, Baseline, Monitoring and Evaluation processes by required piloting process and development of context action guide
• To increase the awareness, and DME capacity of different project-related staff by book of knowledge and apt training forms, so that critical concepts/elements of development approaches towards sustainability can be better fit in each stage of a programme life cycle
  
  
  

Requirements:

• Master degree with subject in community development and project management, or with related background in economics, sociology, social work, anthropology, geography or environment sciences, etc.
• Skills on designing qualitative data collection methodology, tools, analysis techniques and result interpretation
• Skills on designing quantitative data collection methodology, tools, analysis techniques and result interpretation
• Knowledge of poverty, development, participation, community mobilization
• High degree of planning and organizational skills; written and verbal communication and relational skills; networking, persuasion and negotiation skills
• Ability to guide a team with diversity and different skills, opinions and attitude. Good communication skill
• Good training/facilitation skill in leading workshops and training
• Practical experience to conduct Baseline Survey, Design, Evaluation and Monitoring process and tools
• Knowledge on SPSS, MS Access, Epi Info
• Ability to work gracefully under pressure
• Fluent in written and spoken Chinese (Putonghua) and English
• This position is needed to frequent travels to different project sites in China is required
