Key responsibilities:

• Develop standard operating procedures and best practices, including providing written guidance to ICT staff and to end-users
• Manage and monitor the projects development, deployment, operation, maintenance, upgrade and support for all ICT system and infrastructure
• Identify problems / issues / risks, and develop or manage resolution / mitigation activities
• Develop and implement all ICT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision
• Prepare standard / ad-hoc management reports and presentations for assigned projects
• Plan and manage financial aspects of the ICT Department, including purchasing, budgeting, and budget review
• Maintain a competent ICT team and manage the department for rendering quality ICT services to all users
• Manage the relationships with service vendors and partners
• Provide regularly communication with Senior Management and all users
• Attend Sub-committee on ICT regularly and other committees as required
• Perform other ad-hoc assignments and projects as assigned

Job requirements:

• Bachelor Degree in Computer Science / Information Technology or equivalent
• At least 8 years work experience in which 3 years in managerial level
• Solid experience on implementation of Real Time application is a MUST
• Able to continually track project progress and assess project situations
• Able to write system development papers such as project scope and specifications for project planning
• Able to manage multiple projects and liaise with external ICT service providers
• Good analytical skills and system analysis skills
• Good communication and interpersonal skills, open-minded, customer orientated with pragmatic problem-solving skills
• Good written skills in both English and Chinese
