Job Description

Major Responsibilities:

Reporting to the Board, the Executive Director has to oversee the performance of the functions of the ERB under the Employees Retraining Ordinance and to implement various new initiatives as decided by the Board. These include –

  • To propose long-term strategic plans and annual plans, and implement the policies, strategies and programmes for training / retraining of employees as decided by the Board;
  • to promote and implement the Manpower Development Scheme to enhance the quality of the labour force through collaboration with various stakeholders;
  • to direct, co-ordinate and monitor funding and delivery of quality training / retraining courses and services through a network of training bodies and service providers;
  • to administer and effectively manage the Employees Retraining Fund for the sustainable development of the courses and services of the Board; and
  • to direct and oversee the operation of the Executive Office, skills assessment centre, service centres and other service schemes of the Board.

 

Entry Requirements:

  • A recognized university degree;
  • over 20 years of managerial experience at senior level, well versed in the operation, core values and standards of conduct of Government and/or public organisations;
  • solid experience and strong track record in the fields of vocational training, retraining, continuing education, and employment services, familiar with Hong Kong’s labour market, and a strong commitment in skills upgrading and manpower development in Hong Kong;
  • proven leadership and organisational ability with excellent strategic planning skills, impeccable integrity, sharp political and business acumen, able to master a broad range of stakeholder relations, capable of leading change management; and
  • excellent command of written and spoken English and Chinese (including Putonghua).

 

Remuneration and Terms:

Successful candidate will be remunerated in accordance with qualifications and experience. Terms and conditions of employment will be agreed and set out in the employment contract. In addition to 5-day week, we provide annual leave, medical and dental benefits, insurance coverage and retirement scheme. Appointment will be initially on contract terms for 3 years, subject to renewal by mutual agreement.
