Job Description

Hong Kong Interbank Clearing Limited (HKICL) is a private company jointly owned by the Hong Kong Monetary Authority (HKMA) and The Hong Kong Association of Banks.  The key objective of HKICL is to develop and operate a safe and efficient multi-currency and multi-dimensional financial infrastructure in Hong Kong.  At present, it operates an integrated financial infrastructure platform for: 

  • interbank large-value fund transfers denominated in HKD, USD, Euro and RMB; 
  • interbank money settlement of equity and debt securities transactions in Hong Kong via linkage established with the Hong Kong Securities Clearing Company Limited and Central Moneymarkets Unit (CMU) system; 
  • interbank small-value fund transfers denominated in HKD and RMB, i.e. the HKD and RMB Faster Payment System;
  • interbank clearing and/or money settlement of retail payments in Hong Kong such as paper cheques, autocredits, credit card payments, etc.; and 
  • the HKMA’s CMU system as a computer operator.


Major Responsibilities:

  • Liaise with line departments/divisions and external IT service vendors on manpower resource requirements
  • Participate in recruitment activities such as reviewing CVs, conducting interviews, preparing offer proposals and coordinating onboarding arrangements etc. 
  • Coordinate and implement various human resources programs/initiatives covering compensation and benefits, performance management, training and employee relations, etc. 
  • Compile annual operating budget and other staff cost projections 
  • Review insourcing service agreement and seek advice from legal team as required 
  • Handle staff issues, enquiries and employee relations matters
  • Execute and communicate the company’s human resources policies and procedures to staff members to ensure compliance
  • Perform any other ad hoc duties or projects as assigned
     

Requirements:

  • University education preferably majoring in human resources management, business studies or related disciplines 
  • At least 5 years of relevant human resources experience preferably gained from financial institutions
  • Sound knowledge of the local employment laws and related statutory requirements 
  • Competent in Excel and HRIS
  • Proactive, strong analytical, problem solving and interpersonal skills
  • Good command of written and spoken English and Chinese, proficiency in Putonghua is an advantage
