Key Responsibilities:

• Lead the application process for SFC Type 1, Type 4, and Type 9 licenses for a newly established financial institution
• Prepare and submit all required documentation to the SFC, ensuring complete compliance with regulatory requirements
• Develop and implement all necessary policies, procedures and internal controls required for license approval
• Design and establish the compliance framework, including AML/CFT, risk management, and operational procedures
• Recruit and train key personnel to meet SFC's fit and proper requirements
• Liaise directly with SFC representatives throughout the application process
• Establish relationships with external service providers (auditors, lawyers, etc.) to support the licensing process

Requirements:

• Currently accredited by SFC as Responsible Officer for Type 1, 4 and 9 licenses
• Minimum 5 years' experience in securities and asset management, with at least 1 successful license applications
• Expert knowledge of SFC licensing requirements and application processes
• Strong understanding of regulatory frameworks for newly established financial institutions
• Experience in setting up compliance systems and operational infrastructure
• Excellent project management and stakeholder coordination skills
• Fluency in English and Chinese (Cantonese and Mandarin)
• Ability to work independently in a startup environment
