–  We are seeking a visionary IT Manager with strategic planning mindset and problem-solving skills to lead our organization’s technology landscape with innovation, precision, and strategic insight. This role calls for a seasoned leader who can seamlessly bridge operation objectives with cutting-edge IT solutions. As a strategic partner to senior leadership, the IT Manager will be at the helm of our technology strategy, guiding internal teams, managing external partnerships, and championing digital transformation across all platforms.

Key responsibilities:

–  Develop and implement a forward-thinking IT strategy aligned with organisation’s mission and goals, including but not limited to design multi-year IT roadmaps with visionary insight, anticipating future technological trends and organizational needs at a macro level;

–  Stay ahead of emerging technologies and industry trends to maintain a competitive edge;

–  Lead transformation across core systems, data architecture, cloud infrastructure, cybersecurity, and automation;

–  Executive-level problem solving by proactively identifying obstacles systemic risks from agency perspective and provide sustainable solutions spanning technology, governance, and operations, including but not limited to establish and maintain robust frameworks for IT governance, risk mitigation, and regulatory compliance;

–  Serve as a trusted advisor to senior leadership, translating complex technical concepts into clear agency value;

–  Drive cross-functional collaboration and champion best practices in agile delivery, project management and collaborate with service units to identify needs and deliver scalable, high-impact technology solutions;

–  Oversee vendor relationships, negotiate contracts, and ensure adherence to service level agreements; and

–  Lead and empower a high-performing IT team with a focus on accountability, innovation, and growth.

Requirements:

–  Master’s degree in Computer Science, Information Systems, or related field;

–  Professional certifications such as PMP, TOGAF, CISM/CISSP, or ITIL are advantageous;

–  More than 10 years of relevant experience, with a minimum of 5 years in senior management role;

–  Proven experience leading complex transformation programs, system modernization, and IT operations;

–  Excellent leadership, communication, and stakeholder management skills;

–  Deep understanding of local regulatory landscape, including guidelines and cybersecurity obligations; and

–  Good command in both written and spoken English and Mandarin.
