Job Description
Estates and Campus Development Office

Major Duties :
(a) To oversee the implementation of building repair & maintenance (R&M), alterations, and additions and improvement (AA&I) projects and property management services of the VTC premises;
(b) To oversee the administration and management of Architectural and Associated Consultancy Services contracts, term consultancy contracts, term works contracts and property management services contracts;
(c) To supervise the preparation of project briefs, schedule of accommodation and accommodation requirements and technical feasibility study;
(d) To oversee the preparation of tender documents for consultancy services, works contracts, contract drawings, contract agreement and programme for construction;
(e) To manage in-house staff, external consultants and contractors;
(f) To liaise with various users, Government officers and stakeholders;
(g) To supervise the preparation of design, presentation materials and drawings;
(h) To monitor project expenditure and progress to ensure timely completion of projects;
(i) To ensure all the works undertaken by ECDO meeting statutory requirements and related VTC’s rules and procedures;
(j) To incorporate maintenance, health and safety standards and requirements into works projects; and
(k) To identify and implement latest trend and best practice in building R&M, and AA&I works.
Requirements :
(a) A recognised degree in Building Services Engineering / Electrical Engineering / Mechanical Engineering, or equivalent;
(b) At least 7 years’ relevant work experience at managerial level, preferably on the clients’ side or representing the clients’ side such as government / public organisations / tertiary institutions / consultants;
(c) Good administrative, interpersonal, communication and team building skills;
(d) Good management capability and ability to work independently; and
(e) Good command of Chinese and English.
Notes :
(1) The post is at the rank of Manager.
(2) Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply.
(3) Appointee(s) may be required to perform duties outside normal office hours and in designated places as assigned.
